NUSAVE is the acronym for National Uniform Services And Veterans Endowment. It is another one of our several brainchildren gifts to our country.
We created it to elevate all of our PROTECTORS, military, law enforcement (local, state, and federal), firefighters, EMTs, and other uniformed protectors, veterans of all, and their supporting families, to the highest level in our society, without whom our country would simply not exist.
We have incorporated NUSAVE into our proposed congressional legislation entitled the “NUSAVE - NEW - NEE Act” that is posted on both this website below, and on our linked TEDANDFRAN.COM website.
We again campaigned in the 2022 midterm election essentially to promote our proposed legislation that is exceedingly beneficial to all Americans.
We sincerely hope that our Alaskan Congressional Delegation will introduce our proposed legislation and that it will be as unanimously passed as our NFWF - National Fish and Wildlife Foundation Act that we personified was 40 years ago.
While our proposed N.E.W. - National Endowment for Wildlife and N.E.E. -National Endowment for Energy both linked to ANWR are undoubtedly very beneficial to America, Alaska, wildlife, and energy self-sufficiency, it’s NUSAVE that is crucial to our country’s continuing survival in an increasingly hostile world to American dominance … NO PROTECTORS = NO AMERICA!

In recognition of the obvious truth that without America’s serving military, law enforcement, and other uniformed protectors, America would simply not exist in the current form that we all enjoy, Congress hereby charters the creation of the National Uniform Services And Veterans Endowment (NUSAVE) automatically enrolling as members all active-duty military, federal, state, local law enforcement, firefighters, EMTs, and other uniformed protectors, and their veterans, together with their crucially supporting families (approximately 15% of Americans) who are truly our nation’s protectors and should be appropriately definitively recognized, treated, and cared for as America’s first citizens.
Collectively, our protectors put their lives on the line every day in service to protect the security and freedom of all of U.S. citizens, and indeed save all of our lives. No one is more deserving than they to be “America’s First”!
This legislation recognizes the enduring national shame of military veterans living homeless on American streets, some in sight of our Capital, suffering from PTSD and alcohol and drug addictions while most members of Congress who never served in our military luxuriate in Congress on triple the average U.S. salary with million-dollar office expense accounts to boot, and receive the best health, housing, and educational care, for merely representing us.
This legislation acknowledges that this disgraceful reality gives ample reason for Americans’ disdain for Congress, and therefore diligently seeks to correct injustices done to our nation’s protectors and indeed put them first in terms of best (not least) health, housing, and educational care in their time of need, as justly deserved compensation for protecting all of us every day with their selfless life-on-the-line service.
Annual funding of NUSAVE is hereby directed to be 10% of total annual federal government expenditures deposited in US Treasury securities in NUSAVE’s account. Congress hereby directs that the first annual (2023) installment of 600 billion digital dollars be disbursed to NUSAVE upon enactment and be added to the current Modern Monetary Theory irrelevant national debt along with quantitative easing trillions, Covid trillions, omnibus trillions, student loan forgiveness, et cetera.
Congress hereby specifically mandates that the operation of the NUSAVE be governed by a 9-member board of directors comprised solely of retired military, law enforcement, and other uniformed protector NUSAVE members who have a career’s worth of experience in military, law enforcement, and other protector matters.
Congress further mandates that 3 of these directors be randomly selected from the pool of NUSAVE retirees every 2 years for only one six-year term, thereby ensuring that NUSAVE is run only BY NUSAVE protectors FOR NUSAVE protectors who put their lives on the line for America’s national security and for the security of all of us citizens.
In recognition of the obvious symbiotic natural equivalence of natural fossil fuels energy resources in ANWR and its natural wildlife resources, Congress hereby mandates that all governmental revenues from ANWR’s oil and gas development be hereby equally divided 1/3rd to a National Endowment for Wildlife (NEW) to be located in America’s largest wildlife conservation funding entity, the National Fish and Wildlife Foundation (NFWF),
1/3rd to the state of Alaska,
and 1/3rd to the federal government, as seed money for the hereby created NEE - National Endowment for Energy - to be located in the Department of Energy to fund “all of the above” forms of energy, including multifaceted enhancement of natural fossil fuels, developmental enhancement of all kinds of natural “alternative/green” energy, enhancement of natural nuclear fission and fusion energy, and development of all other future natural energies, altogether bettering American energy independence to sustain and increase all Americans’ living standards.
Furthermore, now that ANWR is finally open ending 40 years of negative divisive controversy, all oil and gas development is hereby expedited. ANWR is America’s largest wildlife refuge and wildlife obviously deserves an equal 1/3rd share of the governmental revenues of its natural oil and gas energy resources development.
Congress further directs the Department of the Interior’s Bureau of Land Management (BLM) to immediately transfer three 200 acre parcels each of its 750-acre Campbell Tract in Anchorage, Alaska, as the home and headquarters of NUSAVE, NEW, and NEE. Congress is placing all three where they so obviously belong in Alaska which has America’s largest per-capita number of protectors and is also literally on the front lines of America’s national security, has America’s largest concentration of fish, wildlife, and wilderness, and America’s largest concentration of “all of the above” natural energy potential.
Finally, Congress hereby recognizes the unique national gifts of Alaskans Ted and Francoise Gianoutsos, as well as the injustices done to them for giving to their country and refusing to participate as federal civil servants in waste and fraud corruption when approached to do so and thereby unjustly removed from federal civil service forty years ago. It hereby awards 20 million dollars of Justice compensation to them, following their wish to see all of their justice compensation to go directly to the NUSAVE, the NEW, and the NEE that are their brainchildren.
Ted and Francoise have already philanthropically provided the initial seed money gift, in large proportion to their modest means, for the NFWF 40 years ago. They have always publicly stated for many years that they do not want one penny of their justice compensation, preferring that all of it go especially to benefit their brother and sister veterans and America’s abundant wildlife and energy. Congress therefore hereby appropriates 10 million dollars to the NUSAVE, reflecting its priority, and 5 million dollars each to the NEW, and the NEE, to serve as initial seed money for these much needed national unifying entities.
Lastly, Congress concurs with Ted’s and Francoise’s fervent hope that the NUSAVE - NEW - NEE Act is introduced by their Alaska Congressional Delegation simultaneously in the Senate and House, is unanimously and enthusiastically cosponsored by all members of Congress, and is as unanimously passed as was their NFWF Act 40 years ago!
The two loves of our long lives have always been military & veterans and wilderness & wildlife.
Francoise and her family were liberated by American GIs in Normandy when she was 2 years old, and 18 years later at 20 she married an American GI.
Both our fathers served in the military, and so did Ted.
Throughout our decades together, we have always advocated for military and veterans and always put our money where our mouths are for them.
Without them, America simply ceases to exist. They are the guarantors of our freedom.
As founders of the National Fish and Wildlife Foundation, we have given all that we have in our estate to our country. We personified the legislation that created the NFWF that has grown into America’s largest wildlife conservation funding organization. We have done and continue to do all we can to keep America’s wilderness and wildlife second to none in the world.
Make no mistake about it, while our wilderness and wildlife are the crowning beauty of America, that is always in the eye of the beholder, it is America’s military and veterans that put their lives on the line to guarantee all their American brothers’ and sisters’ freedom, and for us deserve to come first before all else.
No military = no America, and our country’s beauty ceases to matter!
